The Blue Flag Ecological Program (PBAE) – Beaches Category is a Costa Rican initiative that annually recognizes coastal communities and beach committees that stand out for their environmental protection, sanitary quality, safety, and sustainable management of their beaches. The program is coordinated by several public institutions, including the Costa Rican Tourism Institute (ICT).
Main Objectives:
Improve the environmental and sanitary quality of beaches.
Protect the public health of residents and visitors.
Promote environmental education and community participation.
Encourage sustainable tourism and the conservation of natural resources.
Beach Evaluation Criteria
Participating beaches are evaluated using parameters that include:
Criterias:
Microbiological quality of seawater 35%
Drinking water quality 15%
Coastal sanitation 15%
Waste management (garbage and dumps) 10%
Wastewater treatment 15%
Environmental education 10%
Safety and administration 10%
Treated industrial wastewater 5%
Star System:
In addition to obtaining the Blue Flag award, beaches can receive between one and five stars based on additional requirements:
1 star: achieve between 90% and 100% of the base rating.
2 stars: incorporate improvements such as signage and complementary services.
3 and 4 stars: strengthen infrastructure, recycling, and environmental management.
5 stars: guarantee accessibility for people with disabilities, adapted parking spaces, tourist safety, and other advanced standards. Special Recognitions
The program also includes additional distinctions such as:
Gold Star: for actions to identify and reduce sources of pollution affecting the beach.
Pink Star: for training and actions related to coastal safety and risk management for visitors.
